MPs take stock of school vandalism
ROING, Oct 10: Member of Parliament, Lok Sabha, East Parliamentary Constituency, Ninong Ering and Member of Parliament, Rajya Sabha, Mukut Mithi today visited the Government Higher Secondary School Roing to take stock of the situation after yesterday’s vandalism incident.
Condemning the incident, both the MPs expressed unhappiness over the school's destruction.
While Ering assured that he will sanction funds for maintenance of the school, Mithi pointed out the need for a new structure for the school as the present building is very old. He assured that the proposal for this will be pursued at the Centre.
Call to curb criminal activity
ITANAGAR, Oct 10: Claiming that various criminals’ activities are taking place at Niti Vihar area, the councillor of ward no. 8, Itanagar Municipal Council Donik Tayu has demanded that a police control post be established at Lower Niti Vihar area.
In its memorandum of demands served to the chief minister, he also demanded installation of high mast light, provision of street lights and repair of roads and footpaths among others.
JAC demands Governor’s intervention
ITANAGAR, Oct 10: A Joint Action Committee (JAC) appealed to the Governor of Arunachal Pradesh to withhold the recommendation of Chief Minister Nabam Tuki for dropping few cabinet ministers until the issue of dismissal of the two MLAs is solved.
Expressing concern over the current political mess, the JAC said that democracy is being murdered in the state under the leadership of Chief Minister Nabam Tuki.

ATSU dissatisfied with pace of investigation
ITANAGAR, Oct 10: All Tagin Students' Union (ATSU) expressed dismay over failure of police to make nay headway in Kali Buli murder case.
Alleging police inaction, a team of ATSU today met West Siang Superintendent of Police (SP) and reiterated its demand to the law agency to put all effort to nab the culprit as soon as possible.
“Police is still clueless in the murder case even after three months of the incident,” ATSU said.
The person involved in the heinous crime should have been arrested by police by now as Mechuka is a small and thinly populated area, it said.
“Justice delayed is justice denied,” ATSU said and demanded the SP to expedite the investigation using its all resources.

Assam, Arunachal losses whopping

GUWAHATI, Oct 10: As per records available from 2012, there were 116 bandhs in Arunachal,

According to senior advocate Bhaskar Dev Konwar, Arunachal Pradesh has filed its affidavit in a PIL seeking intervention of the High Court to deal with the menace of bandhs which results in violence, death, injuries to persons and properties, financial loss, loss of earnings. There are 5407 organisations registered under the Societies Registration Act in the state.
Konwar said that the Supreme Court has declared that bandh are illegal and unconstitutional which results in wide spread disruption of public life.
Assam lost a whopping Rs 2,943 crore as a result of the 68 bandhs it faced, according to an estimate by the Assam government.
The estimates emerged from an exercise undertaken by the state government to quantify the loss, following an order from the Gauhati high court. The court had asked the government to prepare the report on a PIL filed in 2012. The report was prepared by Assam's home and political department and has been submitted in the court on Friday.

ITANAGAR, Oct 10: A total of 105 cases of various natures, including criminal and money suits involving more than Rs.10 lakhs were settled by Lok Adalats held in various civil courts in the state today.

36th Foundation Day of APWWS celebrated

ITANAGAR, Oct 10: Arunachal Pradesh Women’s Welfare Society (APWWS) has celebrated its 36th Foundation Day today with a legal awareness on child and women rights which saw the participation of survivors of violence and high school children at Oju Welfare Association Complex in collaboration with Arunachal Pradesh State Legal Service Authority (APSLSA) and Arunachal Pradesh State Commission for Women.
Chairperson of Arunachal Pradesh State Commission for Women (APSCW)Mitali Tingkhatra called for creation of separate State Commission for Welfare of Children in the state. She said that there were many crimes against children including child labour in the state which needs serious intervention of the stakeholders. Currently, the APSCW is looking after the Children’s Commission as well.
She further said that Arunachal have a long way to go in terms of equal rights for all as she said that women were denied basic rights including property right in the state.
Her demand for separate Commission for Children was echoed by former chairperson APSCW Jarjum Ete who said that there is acute need for a separate Commission for Children.
Ete spoke on polygamy and its impact as well as fallout of domestic violence on children, families and the society at large. She underscored the need to have access to legal rights as well as protection to women and children.
Budhi Habung, District Session Judge, Yupia and Member Secretary of APSLSA who spoke on Juvenile Justice Act 2002 emphasized the need to do more to prevent juvenile offenders from becoming hardened criminals. He spoke about the lack of juvenile homes in the state. It is the obligation of the state to implement all the laws related to protection of children, he said.
He also agreed to open legal aid clinic at Oju Mission Complex to enable women and children to have access to legal rights at the suggestion of Chairperson of Arunachal Pradesh State Commission for Women Mitali Tingkhatra.
Samnem Ngemu, Secretary General of the Organisation informed that the APWWS was formed to fight against anti social practices like child and forced marriages, polygamy and for better educational opportunities for girl child in Arunachal Pradesh. Because of intervention of APWWS, there have been some women friendly policies formulated by the government including establishment of Arunachal Pradesh State Commission for Women in 2005, gender budgeting in 2011, inclusion of 33%reservation in Panchayat Raj and appointment of woman members in key Commissions in the state, Ngemu said.
Human Rights Activist Sunil Mow speaking on laws related to Children’s Rights and Protection of Children from Sexual Offences Act said that though there are several laws, few have been utilised in absence of proper facility in the state. Citing the example of Juvenile Justice Board, he said that even after several years, it is still in the process of proper implementation in the state. He called for implementation of Integrated Child Protection Scheme in the state as well as creation of corrective and observation homes for juveniles and juvenile police teams.
Lawyer Nikita Danggen spoke on sexual harassment at workplaces. She called for establishment of complaints committees at all work places as well activation of local compliant committee by Deputy Commissioners in the district. ITANAGAR, Oct 10: Community mental health awareness and outreach programmes were organized in three villages of Papum Pare district on the occasion of World Mental Health Day 2015 today.
The team of doctors and staff from Midpu Mental Hospital and Arunachal State Hospital (ASH) headed by Dr. Haniya Payee, senior Psychiatrist cum SPO, (mental health) and Dr. Nan Ete, senior Psychiatrist (ASH) conducted counselling for persons with mental health problem, IEC (information, education and communication) activities to create public awareness so that people with mental health problem too can participate in community life, get equal access to education and housing, social support and employment.
Speaking to the participants, Dr.Payee observed that people with mental illnesses are deprived of their human rights. They are not only discriminated, stigmatized and marginalized but also subjected to emotional and physical abuse.
The theme for this year’s Mental Health Day being “Dignity In Mental Health,” he emphasized that we can do a lot to ensure that people with mental health condition can continue to live with dignity and rights by providing community based Mental health services, support people with mental health condition to participate in community life. The camps were conducted at Harahapa, Hoj and Jampa villages of Papum Pare.

Villagers for inquiry into PMGSY work at Chetam

DAPORIJO, Oct 10: Citing that no physical progress has been made in the construction of Sippi to Chetam road under PMGSY, the people of Chetam circle has appealed the Superintendent Engineer, Rural Work Department to immediately inquire into the matter and expedite the work without further delay.
In a complaint to the SE, RWD, the people of Chetam circle claimed that despite their repeated requests made to the concern department and contractor for early and quality work, no sign of progress in the work has been seen. RWD Daporijo is reported to have released payment of Rs. 2 crores for the physical achievement of work done till now.
It alleged that the existing road was destroyed by the contractor in connivance with the department stating widening of the road and to get bogus payment. The road has worsened now and has turned unfit for vehicles to ply compared to the earlier condition of the road.
As per the contract agreement, 12 months have passed out of 18 months stipulated time given to complete the work, but yet no sign of work progress has been witnessed, added Tari Guha, Anchal Chairperson, Chetam Anchal Block.
Expressing deep shock over the irresponsible attitude of the contractor and the department concern, the villagers appealed the higher authority to make spot verification along with villagers and strictly direct officers to expedite the work without further delay.
Inaction to their appeal will lead to litigation against the department concern and contractor, added the Anchal Chairperson.

fix rates of material components under MGNREGA at local level due to variation of

Carry back home message of love and peace: Ering
ROING, Oct 10: ‘Carry back home the message of love and peace’, said Lok Sabha Member Ninong Ering, in his address during the inaugural function of St. Mary’s Catholic Church at Rayang village here today. He exhorted everyone to carry back home the message of love and humanity and to spread it to fellow beings. He also called upon the people to cooperate with the police and administration in maintaining peace and harmony.

72nd APLS literary session held

RUKSIN, Oct 10: Former Arunachal MP (Rajya Sabha) cum retired Chief Information Commissioner of APIC (RTI), Nyodek Yonggam suggested the Nabam Tuki led state government to enrich the state exchequer through development of mineral based industries as the hilly state is full of valuable minerals of various kinds, including oil and natural gas.
Referring to a survey report of Geology and Mining Department, Yonggam stated that the hill state of Arunachal Pradesh is blessed with rich mineral deposits and there was huge scope for setting up mineral based industries. He said the minerals of various economic values (except underground oil and coal) are still unexplored and untapped. Thus, worthy minerals, such as lime stone, dolomite, graphite, marble, lead, zinc and oil and natural gas are lying unused in the riverbeds and hilly soils of the state.
Lime stone, which is an important raw material in manufacturing of cement, is available in Tidding in Lohit district, Pagging and Lokpe area of Siang and parts of West Siang, Lower Dibang Valley and Upper Subansiri districts. Existence of Dolomite found in Rupa and Kapspi in West Kameng while rich presence of graphite has been explored in different parts of two Subansiri districts.
The geological survey also traced deposits of marble in Tezu and Dara areas of Lohit district besides Hunli and Pyali of Lower Dibang Valley district, while it has traced availability of Lead and Zinc at Shergaon in West Kameng district.
It is said that underground oil and natural gas is available in easternmost Changlang and Longding districts bordering Assam and Nagaland. Other minor minerals are also available in almost everywhere in the state.
The former MP Yonggam, who has won special appreciation from Arunachal Governor for his outstanding public welfare activities, lamented that the successive state governments have not taken step for extraction of the valuable minerals.
“Our state has been governed by a single party for more than three decades, but none of the elected leaders has ever made any step to tap the minerals resources,” lamented Yonggam.
Meanwhile, Yonggam has submitted a memorandum to Chief Minister Nabam Tuki urging him to take step for proper extraction and exploration of the rich mineral deposits either by public or inviting private companies.
“The mineral resources, if extracted in proper and scientific way, will enhance state exchequer and also generate employment opportunities. Development of mineral based industries can meet the financial crisis of the state which may help the government to take the state on the fast tract of all round development”, opined Yonggam in the memorandum.
